I would like to mention that this is only a synopsis and not the whole program, I would like input from you on what you would like to see or a way to address your concerns in new legislation. Keep in mind that we will have an extremely hard time getting this or any other legislation passed if we continue to allow unregistered growers to do business, we need to run this like a business and have scrutiny from the public, patients and law enforcement in order to create a model program. I have outlined the idea now it is your turn to help me fill in the blanks and we will make this Montana's plan. This is how a public servant should work, input from the people and this is how I will work, each and everyone of you have my contact information and have access to me so use it, tell your friends and family and give them my information too because as a team we can do more.

The 3 tier system would start with tier 1) Topicals (lotions, lip balms, salves or oils meant for topical dermis application (these products do not cause a high or buzz) The patient would need a card that could be issued by a nurse or doctor, the patient could be any age but under 18 would require parents permission too. The care provider would be allowed to grow 8 plants at different stages with no more than 4 in bloom for every tier 1 patient.

Tier 2) digestibles (cookies, brownies, candies, butter, yogurt, salads, bread etc, anything edible. These products would require a doctor visit and with a written prescription the applicant could get a type 2 card and anyone under 18 would need parents permisI will support a clear and concise Medical Marijuana Program, I have a proposal that I have been working on and want to hear from you to make it the best working piece of legislation it can possibly be.sion. The care provider would be allowed to grow 6 plants at various stages for every applicant with no more than 3 in bloom at any given time.

Tier 3) would be for smoking, this card would take a doctors visit and a prescription for the patient to get a type 3 card, the cardholder would be limited to a maximum 1/2 oz per purchase, the caregiver would be allowed a maximum of 4 plants per type 3 card holder.

A type 2 card holder would also be legal to purchase and use type 1 products, a type 3 card holder could purchase type 1 & 2 products as well.

Type 1 cards would be $25.00 for the card and it would be good for 4 yrs

Type 2 cards would be $75.00 for the card and it would be good for 4 yrs

Type 3 cards would be $150.00 for the card and it would be good for 2 years

All cards could be renewed annually or paid in advance.

All patience must use their own grower, they can choose a new grower or dispensary but must fill out the necessary paperwork, at which time the grower must conform to the limits.

Dispensaries must obtain products through a clearing house,

Growers would be allowed to sell products to their patients and clearing houses.

All products must be grown with certified natural fertilizers and pesticides

The Health department would have access to all grow sites to make sure proper regulations and protocol are being implemented, the first 2 visits are with out penalty but subsequent violations can remove the grower from the list of acceptable growers.

Growers must by registered with the state and have a business license, Insurance and an acceptable place of operation.

Grower eligibility) Absolutely no Felony drug charges, no known gang relations, a U.S. Citizen and a Montana resident for at least 5 years prior to starting an operation,

Any and all growers must become a member of a nonprofit statewide growers association, the board members must be derived of elected growers, There will be an elected panel derived of citizens and patients serving 2 yrs terms. All meetings must be open to the public for information and comment. This group will set statewide pricing for products, they will collect a % of all sales that will go toward the informational needs of the industry, the public would be allowed to purchase a membership to the association where a % of funds would go into a legal defense fund.

All legal growers will have prosecutorial immunity from State the Federal Govt providing they are operating with in the legal guidelines.

We need to have grower to grower transactions for plants and seeds, products must go directly to patients or clearing house.

The Association will set guidelines for conservative advertising and signage, we will not allow the in your face attitude we need to keep it low keyed and respectful.

There will be a zero tolerance policy on operating outside the guidelines.

I look forward to hearing from you my friends and remember that the legislature has been working on new legislation if we revert back to the original law but we need to have this ready and you need to help get me elected so I can twist arms to protect our choice.
